第一次投sci，这个评委给的意见是不是悲剧了？

　　第一次投sci，这个评委给的意见是不是悲剧了？。投的sensors，第一篇文章，改了好久。
现在能看见第一个reviewer 1的意见了。
The article proposes a strategy for eliminating non-line-of-sight positioning errors during calculation of the location of mobile terminals (MTs) in unfamiliar indoor environments. The proposal assumes that indoor positioning methos are based on Markov model, which is not correct. Please check these surveys:

The paper motivation is not correct; therefore the problem that the article tries to address is wrong, and the paper does not have value in such a context.
I recommend the authors to rethink the proposal, adjust the paper and resubmit it to this or other journal.
说我基于马尔科夫模型的室内定位方法就是错的，我晕了，我就是照着一个IEEE transaction on signal processing 的马尔科夫方法改的，怎么是错的了呢，并且给我的这两个综述也没有什么实质性内容啊，第一个文章里面还提到了一篇用马尔科夫模型定位的方法呢。
唉，我该怎么办？总感觉这个审稿人没怎么看我文章。
太受打击了，这个问题涉及根本都没法改。

你专业的内容，我看不太懂，但我觉得，你可以把你论文的基础：照着一个IEEE transaction on signal processing 的马尔科夫方法改的， 你把来龙去脉说清楚，特别是马尔科夫的条件，如果你的应用条件具备，没有问题，你就去信给编辑解释，看看编辑怎么说。如果非要你改，如你所说，他给两篇综述没有任何参考价值的话，你转投其他为好。如果你能发现问题，就尽可能地去改。因为，在你对一个模型理解不深的情况下，容易套错而自己没有发现。

估计这个审稿人给你打分估计是low了。你文章中有没有引用你提到的IEEE transaction on signal processing？
另外，我感觉室内定位用马尔科夫模型肯定是有条件的用，不知道你的条件和你提到的文章是否一样？
