我的理解是这样的：这个reviewer肯定了你对ONeil et al 引用的正确性，但有ONeil et al还不够，要增加citation以表示你做了一个比较全面的literature review。好在ONeil et al这篇文章是一篇很综合的文献，所以这个reviewer你从ONeil et al后面的reference入手来找新的citation。
